Lurkers
From Networked Advocacy
The consensus is that over 90% of any online community's members are lurkers who represent a large pool of untapped potential skills, resources, and connections to their network. Three common ways for eliciting higher participation from lurkers and non-lurkers are (1) making participation fun, (2) making participation easy, and (3) making participation rewarding.
