  • Beliefs: the ability of soft power and diplomacy to achieve outcomes; the importance of decentralized power – pushing power to the edges; working in solidarity with other people in the network leads to greater outcomes.
  • Skills: culturally sensitive and adept; good at pattern recognition to see performance, threats, or opportunities, and the larger patterns of moving parts; persuasive (overtly, covertly). Networks are “led” not “bossed”.
  • Experiences: managing many tasks and actors; positive experience working in loose networks.
